SCOPE: 1. Prices to be inclusive of all charges including operator / driver charges +Reliver + Repairs <(>&<)> Maintenance crew + Insurance + RTO + Consumables (like fuel oil etc.) +fuel filling facility (like bowser, pick up, etc.) at site + Safety PPE. 2. Vendors must quote basic prices. GST shall be paid extra as applicable. 3. All operators / drivers to be deployed on shift wise duty basis. Vendor to ensure duty hours not to exceed beyond shift hours as applicable from HSE rules of AMNS India. 4. Equipment manufacturing year must be 2018 or later (Equipment of manufacturing year before 2018 will not be allowed) and it should be in good working condition. Any decision regarding acceptance of equipment of YOM earlier than 2018 will be taken by AMNS only in exceptional cases. 5. Payment shall be made as per actual availability of equipment on site. 6. Payment shall be made within 30 days of invoice submission. 7. Equipment should be ready to deploy / make operational at our site by 1st Jan 2025. However, the exact date of mobilization would be communicated 7 days in advance. 8. Final vehicle check will be done by AMNS HSE department, and all PPEs shall be in vendor’s scope. Vendor to Provide Tippers for Shifting of raw material (coal) at MH Department of AM/NS. All equipment’s must be equipped With All Safety Devices as Per HSE Norms of AM/NS. 2. Maximum Distance is 14KM Up and Down i.e. Two Sides <(>&<)> Density category BD<(><<)>1. Material shifting from Coal yard/third party yard to Power plant hopper/new Jaldevi plot as per plant requirement, Loading/unloading points/ route change should be authorized under AM/NS. 3. Minimum One day stock (i.e., 4000mt) must be maintained at new Jaldevi plot or Power plant bunkers must be always maintained minimum70% level. Vendor to provide adequate trippers to maintain shifting rate per day as per AM/NS PLANT REQUIREMENTS. Ensure vehicle. Minimum 18 dumpers to be provided per day to meet the plant requirement. If Tippers Count go Below Minimum/Agreed as per Work Order, Penalty Will be Imposed by MH as per AMNS India consequence management policy. *If power plant faces any production delays due to not maintaining bunker levels, vendor will be liable to penalty by AMNS India as per consequence management policy. 4. a) Final material shifting quantity for generating invoice bill will be based on actual weighment b) In case of weighing not done/stock out situations, final quantity will be based on BL-to-BL basis (Draft survey report will shared by AM/NS in each month) 5. Proper supervision must be required from vendor, at least 2 supervisors to be deployed per shift. 6. Any lapse found in safety/security inside plant premises will attract termination of work order. 19.Vendor must ensure that skilled/educated supervisors are deployed for supervision of job. 20.Daily Shifting log sheet to be maintained on daily basis and same to be signed by MH Shift I/C. Quantity will be certified by AM/NS engineer. 21.In Case of Any Property Damage Penalty AS Per Consequence Management AMNS Policy will be Imposed and Vendor have to Repair/Replace Damage Property or Pay Amount of Damage as per Assessment by Competent AMNS person. 22. Vendor must ensure to give proper numbering of deployed dumper at MH department, for Example write on dumper (Vendor name/MH/Sr No.) 23. Vendor must ensure proper auto lock system in dumping gate of dumper for each dumper deployed at MH department. 24. Penalty according to bill amount will be imposed in case of dumper fleet goes below 80 % (or power plant level drops below 30% due to non-availability of dumpers) as per requirement of dumper (80 to 70 % - 5 % penalty of that month’s invoice amount, 70 to 60 % - 10 % penalty of that month’s invoice amount, below 60 % - 20 % penalty of that month’s invoice amount. 25. Movement of Manpower / Associates at our Hazira Site. 1. No Pedestrian/Cycles/Two Wheelers movement will be allowed inside the Plant Premises. 2. Vendor must ensure availability of sufficient buses/vehicles to ply their associates inside plant premises. Vendors to ensure safe transportation of their associates from their place of residence to respective work location in the plant and back. The movement of persons inside the plant by foot/bicycle/two wheelers is prohibited. Other Terms: Associate must undergo Medical Fitness at our Care Nursing Home, AM/NS Township, Hazira. This would be done as per AM/NS India standards and the cost shall be borne by the vendor. DETAILED SCOPE OF WORK OF VENDOR: Thermal coal vessels are taken in mechanized berth and unloaded at Coal yards. Its shifting to power plant is being done from Coal yards itself. 1. Vendor to Provide Tippers for Shifting of raw material (coal) at MH Department of AM/NS. All equipment’s must be equipped With All Safety Devices as Per HSE Norms of AM/NS. 2. Maximum Distance is 14KM Up and Down i.e. Two Sides <(>&<)> Density category BD<(><<)>1. Material shifting from Coal yard/third party yard to Power plant hopper/new Jaldevi plot as per plant requirement, Loading/unloading points/ route change should be authorized under AM/NS. 3. Minimum One day stock (i.e., 4000mt) must be maintained at new Jaldevi plot or Power plant bunkers must be always maintained minimum70% level. Vendor to provide adequate trippers to maintain shifting rate per day as per AM/NS PLANT REQUIREMENTS. Ensure vehicle. Minimum 18 dumpers to be provided per day to meet the plant requirement. If Tippers Count go Below Minimum/Agreed as per Work Order, Penalty Will be Imposed by MH as per AMNS India consequence management policy. *If power plant faces any production delays due to not maintaining bunker levels, vendor will be liable to penalty by AMNS India as per consequence management policy. 4. a) Final material shifting quantity for generating invoice bill will be based on actual weighment b) In case of weighing not done/stock out situations, final quantity will be based on BL-to-BL basis (Draft survey report will shared by AM/NS in each month) 5. Proper supervision must be required from vendor, at least 2 supervisors to be deployed per shift. 6. Registration of all vehicles should not be prior to 01.01.2018 <(>&<)> Vehicle should be capable of climbing Ramp of 8 Degree gradient and no material spillage from vehicle. 7. All type of maintenance including all spares <(>&<)> fuel will be provided by vendor for the equipment/ machine, fuel refilling to be done at site. Vehicle tracking system should be provided in each vehicle. 14. All PPEs must be provided to working manpower as Per AM/NS Rules and Regulation. WSA Policy and Group Insurance is must. 15.Provide Transportation Facility for Their Manpower as per AM/NS safety policy. 16.Manpower Should be Competent as Per Competency Matrix as Per Latest MSA of AMNS. 17. Daily Toolbox talks (for understanding hazards and risk involved in job) to be given to manpower in presence of MH engineer and proper records to be maintained. 18. Any lapse found in safety/security inside plant premises will attract termination of work order. 19.Vendor must ensure that skilled/educated supervisors are deployed for supervision of job. 20.Daily Shifting log sheet to be maintained on daily basis and same to be signed by MH Shift I/C. Quantity will be certified by AM/NS engineer. 21.In Case of Any Property Damage Penalty AS Per Consequence Management AMNS Policy will be Imposed and Vendor have to Repair/Replace Damage Property or Pay Amount of Damage as per Assessment by Competent AMNS person. 22. Vendor must ensure to give proper numbering of deployed dumper at MH department, for Example write on dumper (Vendor name/MH/Sr No.) 23. Vendor must ensure proper auto lock system in dumping gate of dumper for each dumper deployed at MH department. 24. Penalty according to bill amount will be imposed in case of dumper fleet goes below 80 % (or power plant level drops below 30% due to non-availability of dumpers) as per requirement of dumper (80 to 70 % - 5 % penalty of that month’s invoice amount, 70 to 60 % - 10 % penalty of that month’s invoice amount, below 60 % - 20 % penalty of that month’s invoice amount. 25. Movement of Manpower / Associates at our Hazira Site. 1. No Pedestrian/Cycles/Two Wheelers movement will be allowed inside the Plant Premises. 2. Vendor must ensure availability of sufficient buses/vehicles to ply their associates inside plant premises. Vendors to ensure safe transportation of their associates from their place of residence to respective work location in the plant and back. The movement of persons inside the plant by foot/bicycle/two wheelers is prohibited. Other Terms: Associate must undergo Medical Fitness at our Care Nursing Home, AM/NS Township, Hazira. This would be done as per AM/NS India standards and the cost shall be borne by the vendor. And SOP to be strictly implemented by vendor across his work area inside AMNS India premises. • In case of any traffic or road safety rules (over-speeding, overtaking) violation inside plant premises suitable penalty will be i mposed by AMNS security team as Per Consequent Management policy of AMNS India. • Repeated road safety violations will result in blacklisting of the associate or vendor as per AMNS India consequence management policy. • Spillage of material will not be allowed on yards or roads, any spillage from dumper will result in suitable penalties (Rs 500/- per incident debit note will be levied against vendor) • Each equipment/dumper should be equipped with reflective warning triangles to warn other drivers or pedestrians in case of any breakdown of equipment/dumper. • Strict penalties will be levied in case of overloading of dumpers. a) Vendor must ensure no overloading of dumper is done. dumper to be loaded within allowable load. dumper trucks should have a safe load capacity mentioned against each dumper and which should not be exceeded in any case (refer annexure 1 for maximum allowable load). b) If load is exceeding maximum allowable load, AMNS user department will consider max allowable load in invoice bill generation (example: If max allowable load for any dumper is 30MT, and its weighment is showing 31MT, then only 30MT will be considered for invoice generation) SCOPE OF WORK AM/NS INDIA: 1.OVER ALL SUPERVISION OF WORK 2.SPECIFIC PENALTY FOR NONPERFORMANCE BY VENDOR AND PENALTY WILL BE IMPOSED IN CASE OF NON-COMPLIANCE / VIOLATION OF HSE NORMS <(>&<)> HOUSEKEEPER INCOMPITANCY. 3.LOADING OF MATERIAL WILL BE IN AM/NS SCOPE
